About Railway Scouts & Guides Quota Recruitment

The Scouts & Guides Quota is a special recruitment drive conducted by Railway Recruitment Cells (RRC) to hire active members of the Bharat Scouts & Guides. Unlike regular recruitment, this open advertisement allows dedicated scouts to secure permanent Group C (Level 2) and Group D (Level 1) government jobs based on their scouting service and a written examination.

💰 Scouts & Guides Quota Salary (7th CPC)

Candidates selected under this quota are entitled to the same pay scale as other railway employees, plus allowances.

Level 1 (Group D) ₹18,000 ₹28,000 – ₹32,000

*Includes Dearness Allowance (DA), House Rent Allowance (HRA), and Transport Allowance (TA).

🏆 Selection Process (Total 100 Marks)

The selection process is unique. There are no “Sports Trials” or “Performance Demos”. Instead, it is a mix of written knowledge and service record.

    Written Test (60 Marks): A computer-based or OMR test.
    Part A (40 Marks): General Knowledge, Math, Reasoning, General Science.
    Part B (20 Marks): Specific questions on Scouting (History, Law, Promise, Organization).
    Negative Marking: 1/3rd mark deducted for each wrong answer.

    Marks on Certificates (40 Marks): Points awarded for your service.
    • Participation in National/State Events.
    • Specialized Courses (Pioneering/First Aid).
    • Service at Jamborees/Rallies.

Eligibility Criteria & Qualifications

To be eligible, a candidate must fulfill ALL the following conditions (Educational + Scouting):

🎓 Academic Qualification
Level 2 (Group C) 12th (+2 Stage) pass with 50% marks in aggregate. (50% not required for SC/ST/Ex-SM/Higher Qualification).
Level 1 (Group D) 10th Pass (Matriculation) OR ITI OR NAC (National Apprenticeship Certificate).
⚜️ Scouting Qualification (Mandatory)
Condition 1 A President’s Scout/Guide/Rover/Ranger OR holder of Himalayan Wood Badge (HWB) holder.
Condition 2 Should have been an “Active Member” of a Scouts organization for the last 5 years continuously.
Condition 3 Attended at least two events at National level OR All Indian Railways’ level OR State level.
📅 Age Limit (As on Cut-off)
Level 2 (Group C) 18 to 30 Years
Level 1 (Group D) 18 to 33 Years
Relaxation OBC: +3 Years | SC/ST: +5 Years.

Syllabus for Written Exam (Scouting Subject)

While Part A is standard GK/Math/Science, Part B (20 Marks) is specific. You should prepare:

  • History of Scouting/Guiding; Law & Promise.
  • Organization – District & State Level.
  • Training Center – Distt & State Level.
  • Knowledge of Books; Scouting for Boys/Guiding for Girls in India.
  • Motto: Left Hand Shake; Salute; Sign; Prayer; Flag Song.
  • National Jamborees; National Jamboree Awards.
  • Marks System; Uniform; Knotting & Lashing.

Q: Is the Rajya Puraskar (Governor’s Award) sufficient? A: No. As per the latest rules, you must be a President’s Scout/Guide/Rover/Ranger OR a Himalayan Wood Badge (HWB) holder. Governor’s Award alone is not eligible.
Q: What defines an “Active Member”? A: You need an “Active Membership Certificate” signed by the State/District Commissioner, certifying that you have been active in unit/group activities for the last 5 years continuously.
Q: How many marks are for the Written Exam? A: The Written Exam carries 60 marks. You must score minimum 40% in total to be considered for the “Certificate Assessment” (40 marks) stage.
