RRB Kolkata Paramedical (CEN 04/2024): Appeal Against Medical Board Decision Notice

RRB Kolkata has released an important notice regarding the Medical Examination for various Paramedical Categories (CEN 04/2024). In the notification dated 29 January 2026, the board has published the medical fitness status of candidates examined by the Divisional Medical Board (DMB).

A total of 03 candidates have been listed in Annexure-A with specific “Unfit” remarks. The board has granted these candidates an opportunity to appeal to the Principal Chief Medical Director (PCMD) if they are dissatisfied with the medical decision.

Medical Unfitness Status and Appeal Provision

The notice (Annexure-A) specifically lists candidates who were found unfit in certain categories or PwBD standards.

  • Specific Cases: Two candidates were declared Unfit in PwBD (LD-OL). One candidate was declared Unfit in B1 & B2 standards but Fit in C1.

Candidates who wish to challenge these findings must submit their appeal to the Chairman, RRB Kolkata latest by 02/03/2026. The appeal will be forwarded to the PCMD of Eastern Railway or South Eastern Railway, whose decision will be final.

Step-by-Step Guide: How to File the Appeal

If you are one of the candidates listed in the notice and believe the medical diagnosis is incorrect, follow this procedure strictly:

1. Consult a Specialist (Proforma-A)

You must visit a Government or Private Specialist Doctor relevant to the medical category you were declared unfit in (e.g., Orthopedic Surgeon for LD/OL issues).

  • Obtain a medical certificate in Proforma-A (attached to the notice).
  • The doctor must attest your photograph and clearly state their MCI/State Registration Number.
  • Crucial Note: The certificate must contain a specific note stating the specialist is aware of the Railway’s medical standards and the fact that you were previously declared unfit by the Railway Medical Board.

2. Prepare the Appeal Fee (Demand Draft)

A Demand Draft (DD) of Rs. 1,000/- is required.

  • For Howrah Orthopaedic Hospital: DD in favor of “FA&CAO, Eastern Railway”.
  • For Central Hospital, Garden Reach: DD in favor of “FA&CAO, South Eastern Railway”.

3. Write the Appeal Application

Write a formal application/letter explaining the justification for your appeal. Mention your Roll Number, Name, and reasons why you believe the initial medical report is incorrect.

4. Submission

Combine the Application + Original Proforma-A + Demand Draft. Send this package via Speed Post or submit it By Person to the RRB Kolkata office before the deadline.

Refund Policy: If your appeal is accepted and you are declared FIT after re-examination, the Rs. 1,000/- fee will be refunded. Otherwise, it is forfeited.

Understanding Railway Medical Standards for Paramedical

The medical standards for Paramedical posts vary by designation (e.g., B1, C1).

  • B1 Standard: Physically fit in all respects. Distance Vision: 6/9, 6/12 with or without glasses. Near Vision: Sn: 0.6, 0.6.
  • C1 Standard: Physically fit in all respects. Distance Vision: 6/12, 6/18 with or without glasses.
  • PwBD Assessments: Candidates claiming PwBD reservation must meet specific functional classification requirements (like OL – One Leg) as per the post’s suitability.
